6. Student Council
At the beginning of a new semester, students elect members of the CQSS student council. The student council provides students a forum to share ideas with the leaders of the school. The principal listens to the discussions at the council, and takes them into account when deciding policy. The council also considers and implements ideas for improving the school, and building a school community. The role of a student council is to give a large number of students experience in leadership roles. Teacher mentors work to help students develop social skills (e.g., such as diplomacy and tact), as well as other qualities necessary for effective leadership.
7. CQSS Time
Students take part in club activities from 8:50 to 9:25 am daily. During this “CQSS Time” block, students can choose from a variety of indoor and outdoor clubs. The availability of clubs depends on the interests of teacher sponsors and students, as well as on seasonal factors. Students have several opportunities throughout the school year to join new clubs.
8. Other Extracurricular Activities
The staff of CQSS, in collaboration with the student council organizes various other extracurricular activities. Students learn about, and celebrate traditional western holidays like Thanksgiving, Halloween, and Christmas. They have an opportunity to take part in English speech competitions. The student council plans and organizes fund-raising activities, as well as weekend events.

2. Admission: Candidates must take the entrance exam and will be selected by merit.
3. Introduction to English Assessment Exam:
Objectives:
Learning a second language is a gradual process. The objective of the English Language Assessment is to accurately assess candidates’ basic language learning level in order to: a) ensure that the language proficiency of the students entering CQSS enables them to meet all learning outcomes of the BC curriculum by the end of the school year, and b) to guarantee that CQSS can provide appropriate language support to students at varying levels of language skills.
Procedures:
English Language Assessment at CQSS will be conducted at two stages as follows:
u First, in May, prospective applicants from middle schools throughout Qingdao will take part in the CQSS Oral Examination (COE) developed by the CQSS principal. BC-certified teachers administer the COE exam under the supervision of the principal.
a. The exam is worth 20 marks, assessing: reading fluency, reading comprehension, listening comprehension, and oral communication.
b. Students are asked to read a short passage and discuss relevant questions with a BC-certified teacher. And then, they are required to talk about general questions.
c. Entry into the CQSS program will be determined by successful completion of the COE exam and the Qingdao No.9 High School entrance exam.
d. The COE will ensure that all students admitted to the CQSS program have good basic abilities to read, understand, and communicate in oral English.
u Then in September, students entering the CQSS program will write a comprehensive CQSS Language Assessment Exam (CLAE).
e. The CLAE is worth 100 marks, composed of: reading comprehension, grammar, writing, listening, and oral communication sections. This language assessment exam will be administered by BC-certified teachers under the supervision of the BC principal.
f. The results of the CLAE will: i) assist CQSS teachers in developing an entry year language program that enables all students to fulfill Grade 10 learning outcomes by the end of the academic year; and ii) be instrumental for teachers to develop courses tailored to meet students’ language needs. For example, the results can be used to ensure that CQSS students will begin the school’s reading program at (or just above) their current level of understanding.
g. In the entry year, all CQSS students will take a B/AA ESL course (i.e., 128 hours of ESL Language and Culture 10). They will also take two blocks of English 10 each day (i.e., 256 hours).
